Who approves villa changes in Dubai, community by community
Before a villa is renovated, a pool is built or a garden is redesigned, someone has to say yes. This guide sets out who that is in each community, using only what the official bodies themselves publish.

Why the answer depends on where your villa is
Dubai has no single permit for home modifications. Who approves a new kitchen, a pool, a pergola or an extension depends first on where the villa is, and then on what is being changed. In most master communities the first approval comes from the master developer or its community management company, usually as a no-objection certificate (NOC). Depending on the work, a government authority may also be involved: Dubai Municipality in many older districts, or an authority such as the Dubai Development Authority or Trakhees in the zones they regulate. This guide goes through Dubai's main villa communities one by one and attributes each point to the official source we checked. Fees, timelines and document lists are left out, because each body sets them and they change. Where we could not verify who manages a community, we say so. Our renovation and fit-out approvals page explains the general picture, and one point applies everywhere: as a design-and-build company, we apply for the approvals our projects need ourselves.
The bodies you may deal with
Which of these apply depends on the location and the scope.
Master developer or community management
Master developers such as Emaar and Nakheel set rules for what owners may change and issue the community NOC, the approval most villa projects start with.
Dubai Municipality
According to Dubai Municipality, it has laid down procedures for issuing building permits and completion certificates. Its services include a permit for modifications and additions to existing buildings and the approval of private swimming pool drawings.
Dubai Development Authority
DDA states that its construction services include permits and NOCs, design reviews, inspections and completion certificates within the zones under its jurisdiction. Our DDA approval page covers it.
Trakhees
Part of the Ports, Customs and Free Zone Corporation (PCFC), Trakhees reviews and approves modification works before construction or fit-out within its jurisdiction, according to its published procedure. See Trakhees approval.
Dubai Civil Defence
DCD refers to the UAE Fire and Life Safety Code of Practice for its requirements. It comes up most in commercial fit-outs and in work on fire safety systems. See DCD approval.
Building or community management
In jointly owned property, the community rules and the management company govern what owners may change. Our building management NOC page explains how that works.
Emaar communities: Emaar Community Management
Emaar Community Management (ECM) runs the Emaar master communities. Across the FAQs it publishes, ECM states that any alteration to the villa has to be approved by Emaar, and that owners apply for a Home Modifications NOC through their community portal. The points below come from ECM's pages for each community.
- Arabian RanchesAccording to ECM, external modifications that change the aesthetics of the villas are not permitted, and renovating needs a Home Modifications NOC. ECM says interior painting and regular maintenance do not need a NOC, though the contractor still needs an entry permit. See villa renovation in Arabian Ranches.
- Dubai Hills EstateECM's Dubai Hills Estate FAQs state that any alteration to the villa has to be approved by Emaar, with a carport extension as an example, and that a garden pergola needs a NOC. See villa renovation in Dubai Hills Estate.
- Emirates HillsIn its FAQs for Emirates Living, which includes Emirates Hills, ECM says owners planning to renovate should apply for an NOC through the Home Modifications section, with villa drawings and the paint code available on the portal under My Documents. See villa renovation in Emirates Hills.
- The SpringsECM's Emirates Living FAQ says renovation needs an NOC through Home Modifications, that painting internal walls does not need permission, and that service providers need a valid entry permit to enter the community. See villa renovation in The Springs.
- The MeadowsIn its answer on exterior lighting, ECM states that changes to the exterior of the villa are not permitted, and it treats a carport extension as an alteration that needs Emaar's approval. See villa renovation in The Meadows.
- The LakesPart of Emirates Living, so the same FAQ applies: any alteration to the villa needs Emaar's approval through a Home Modifications NOC. See villa renovation in The Lakes.
- Dubai Creek HarbourECM lists Dubai Creek Harbour among the communities it manages. Emaar's description of the community centres on apartments and penthouses, where a building or community management NOC is usually needed before work begins; Emaar also lists townhouses at Creek Waters and Creek Edge. See renovation in Dubai Creek Harbour.
Nakheel communities: Nakheel, and sometimes Trakhees
Nakheel's own FAQ is the clearest source here. According to Nakheel, owners can make changes as long as they do not affect the external facade and structure of the property, must obtain an NOC from Nakheel's Urban Planning team before making any alterations, requesting it online or through the My Nakheel app. The FAQ also refers to construction, modification and extension work that needs both a Nakheel and a Trakhees NOC. Dubai Holding states that Dubai Holding Community Management oversees communities developed by Nakheel. See our Nakheel NOC page.
- Palm JumeirahDubai Holding lists Palm Jumeirah among the communities its community management company runs. Nakheel's FAQ states that construction, modification and extension work requires a valid Nakheel and Trakhees NOC. See villa renovation on Palm Jumeirah.
- Jumeirah IslandsDeveloped by Nakheel; the Nakheel NOC comes before any alteration. See villa renovation in Jumeirah Islands.
- Jumeirah ParkA Nakheel villa community. Nakheel's FAQ applies: an NOC from Urban Planning first, and no changes that affect the external facade and structure. See villa renovation in Jumeirah Park.
- Al FurjanAccording to Nakheel's website, Al Furjan is a Nakheel development, so renovation is mostly about the inside and the garden. See villa renovation in Al Furjan.
- Jumeirah Village CircleNakheel lists JVC as one of its communities. It also includes homes by other developers, so rules can vary by cluster. See villa renovation in JVC.
- Jumeirah Village TriangleNakheel lists JVT among its communities and notes that it includes third-party residential developments, which may have their own rules. See villa renovation in JVT.
Dubai Properties and Meraas communities
Dubai Holding states that its community management company oversees communities developed by Nakheel, Meraas and Dubai Properties. For the individual communities below we have not verified the exact management arrangement, so approvals are described as resting with the community's master developer or management.
- The VillaAccording to its website, The Villa was developed by Dubai Properties, which describes Spanish-style villas. Approvals rest with the community's master developer or management. See villa renovation in The Villa.
- MudonDubai Properties describes Mudon as a gated community in Dubailand with villas, townhouses and apartments. Approval rests with the community's master developer or management, depending on the scope. See villa renovation in Mudon.
- DubailandDubai Properties lists several gated communities within Dubailand, including The Villa, Serena, Mudon, Arabella, Al Waha, Villanova and Remraam. Each has its own master developer or management and its own process. See villa renovation in Dubailand.
- Pearl JumeirahMeraas describes Pearl Jumeira as offering plots for custom-built villas and mansions, and Dubai Holding lists it among the communities managed by Dubai Holding Community Management. See villa renovation in Pearl Jumeirah.
Other master developers, and where we have not verified the managing body
We name a developer only where its own website says so. Where we could not verify who manages approvals, we say they rest with the community's master developer or management, and confirm the details for your villa.
- Al BarariAl Barari publishes rules on construction and modifications. According to them, an owner may not carry out modification, alteration or extension works, or alter the plot or building boundary, without a no-objection certificate from the master developer, and drawings, plans and designs have to be submitted for that NOC. See villa renovation in Al Barari.
- Tilal Al GhafA Majid Al Futtaim community. We have not verified its management arrangement; structural and external changes need approval from the community's master developer or management. See villa renovation in Tilal Al Ghaf.
- District OneMeydan's real estate website describes District One as villas and mansions in Mohammed Bin Rashid Al Maktoum City. The managing body is not verified here; exterior changes are subject to the community's master developer or management. See villa renovation in District One.
- MeydanMeydan's neighbourhoods include Meydan Villas and the Meydan Heights townhouses, according to Meydan's real estate website. Internal and external changes are approved by the master developer or the management of your particular neighbourhood. See villa renovation in Meydan.
- DAMAC HillsDAMAC Properties describes DAMAC Hills as its first community project. We have not verified who issues modification approvals; many renovations need approval from the community's master developer or management, depending on the scope. See villa renovation in DAMAC Hills.
- Sobha HartlandSobha Realty lists villas and townhouses in Sobha Hartland. The managing body is not verified here; many works need approval from the community's master developer or management. See villa renovation in Sobha Hartland.
- Dubai Silicon OasisThe DSO website describes the Cedre and Semmer villas. We have not verified which body issues modification approvals there; they rest with the community's master developer or management. See villa renovation in Dubai Silicon Oasis.
- Jumeirah Golf EstatesNot verified. Approvals for renovation and exterior changes sit with the community's master developer or management. See villa renovation in Jumeirah Golf Estates.
- Victory HeightsNot verified. Structural changes and changes to the outside of the house need approval from the community's master developer or management. See villa renovation in Victory Heights.
Older districts: Dubai Municipality
Outside the master communities, building permits for villas are generally a Dubai Municipality matter, and there is normally no developer NOC. Its published services include a permit for modifications and additions to existing buildings and a permit to build extensions to private citizens' villas.
- Al TwarBuilding work on villas here is regulated by Dubai Municipality. See villa renovation in Al Twar.
- JumeirahNo master developer, so any permit is generally a Dubai Municipality matter. See villa renovation in Jumeirah.
- Umm SuqeimPermits for extensions and modifications are generally with Dubai Municipality, and what is allowed depends on the structure, the plot and current rules. See villa renovation in Umm Suqeim.
- Al BarshaWhich approvals apply depends on the plot, the scope and who manages the area, as standalone plots and managed compounds can differ. See villa renovation in Al Barsha.
- Private pools anywhere in DubaiDubai Municipality's Private Swimming Pools Safety Guidelines apply to pools in private residential areas in the Emirate. They state that every pool in a private villa must be registered with Dubai Municipality before construction or installation starts, that a pool must not be altered without its approval, and they set requirements for the enclosure, including self-closing, self-latching gates.
What kind of work brings in an approval
Inside, outside and structure are treated differently
Across the sources above, a pattern repeats. Work that changes how the villa looks from outside, such as the facade, colours, openings, shades and extensions, is the most tightly controlled. Structural work, such as removing walls, extending the villa or adding floor area, usually brings in both the community and an authority. Garden structures like pergolas and pools are treated as alterations in the communities whose FAQs we checked. Purely internal finishes need the least, and ECM, for example, states that painting internal walls does not need permission.
That is why a clear scope comes first. Drawings and a 3D design that show exactly what will change make the application easier to prepare and to review. Project Barn in The Springs, a complete outdoor redesign, is the kind of exterior work that has to sit inside a community's design rules.

Apartments, towers and commercial units
In jointly owned buildings, the building or community management usually reviews the work first. In Jumeirah Lakes Towers, DMCC's guideline describes a request for an NOC to Concordia for fit-out work; our Concordia approval page covers it. Commercial fit-outs often bring in fire and life safety approval as well.

How we handle approvals for you
Project Study
At the free site visit we confirm the community and the scope, and identify the approvals likely to apply.
Plan
We prepare the drawings and apply for the approvals ourselves, telling you what we need from you as the owner.
Visualization
The design is agreed in 3D first, so the submission shows what you have already approved.
Execution
Work starts once approvals are in place, carried out by our own team with one project manager.
Fees, document lists and processing times are set by each body and change, so we do not quote them. Approvals are built into the programme you receive after the site visit.
