What Dubai Civil Defence is
The General Command of Dubai Civil Defence (DCD) is the Dubai government body responsible for fire and rescue and for fire and life safety compliance. On its website, DCD describes its services as ensuring compliance with DCD regulations, and it refers to the UAE Fire and Life Safety Code of Practice as the guide for those requirements. For anyone renovating or fitting out a space, that means the layout, exits, materials and fire safety systems may need to be reviewed against those rules before and after the work.

Where DCD approval fits in a fit-out
Often alongside another authority's permit
DCD approval rarely stands alone. Other authorities link their own permits to it. Dubai Development Authority, for example, states on its fit-out permit page that a Dubai Civil Defence completion certificate is required before a fit-out completion certificate can be obtained.
In practice, an office, shop or restaurant fit-out, or work that changes a building's fire alarm, sprinklers, exits or partitions, is where DCD approval most often comes in. Whether your project needs it is confirmed once we know the building and the scope.
