What Trakhees is
Trakhees, officially the Department of Planning and Development, is one of the entities of the Ports, Customs and Free Zone Corporation (PCFC), a Dubai government authority. According to PCFC, Trakhees is responsible for issuing engineering and commercial licences and providing environmental services. For building work, the relevant part is its Civil Engineering Department (CED), which regulates construction and modification within PCFC's jurisdiction.
What Trakhees approves for existing buildings
The Modification and Compliance section
According to Trakhees' published client procedure, its CED Modification and Compliance section takes the role of authority in reviewing and approving modification works, design and drawings of a facility before construction or fit-out works start within its jurisdiction. Approved works are issued a modification permit or NOC with approved drawings.
The same procedure states that occupancy of new or modified facilities within Trakhees' jurisdiction is permitted only after a Modification Completion Certificate is obtained, following inspection of the completed work against the permit and approved drawings. In other words, approval comes at both ends of the job.

Work is carried out in line with the approved drawings and handed over for the completion inspection, with one project manager as your contact.
