Building management and community NOC

Before renovating an apartment, an office in a tower or a villa in a managed community, the building or community management usually has to agree. We apply for that NOC ourselves as part of the project.

WHO MANAGES

Who manages your building, and why they have a say

Many towers and villa communities in Dubai are jointly owned property. Each owner holds their own unit, while the structure, corridors, facades and shared services are common property managed for all owners. Under Dubai Land Department's regulation on jointly owned properties, the community rules are set out in the Jointly Owned Property Declaration, and an owners association, working through its appointed manager, looks after the common areas and those rules. Because renovation work in one unit can affect the structure, shared services, lifts, corridors and neighbours, building and community management normally want to review it before it starts. Their written consent is what is usually called a building management NOC or community NOC.

WHAT THE

What the official sources say

There is no single Dubai-wide building NOC; each building and community has its own process. These points come from official sources.

  • Community rules are binding on ownersDubai Land Department's regulation allows the owners association's board to authorise its manager to serve a community rules enforcement notice on an owner or occupier who breaches a community rule.
  • Authorities may ask for the owner's NOCDubai Development Authority lists an NOC from the building owner among the documents for its fit-out permit.
  • Developers have their own NOCNakheel's FAQ, for example, says owners must obtain an NOC from its Urban Planning team before making any alterations.
  • Community management publishes rulesDubai Holding Community Management, for example, publishes a rules and regulations document for the communities it manages.
THINGS BUILDING

Things building management typically looks at

Each building sets its own conditions. These are the areas a review usually touches.

01

The scope of work

What is being changed inside the unit, and whether anything touches the structure, facade or shared services.

02

Shared services

Water, drainage, air-conditioning and fire safety systems that serve more than one unit.

03

Access and working times

When contractors may work, which lift to use and how materials and waste move through the building.

04

Protection of common areas

Corridors, lifts and lobbies used by everyone while the work is going on.

HOW WE

How we handle the building NOC

01

Project Study

A free site visit to see the unit, identify the building or community management and confirm the scope.

02

Plan

We prepare the scope and drawings and apply for the NOC ourselves, along with any developer or authority approval the work needs.

03

Visualization

The design is agreed in 3D, so the submission matches what you have chosen.

04

Execution

Work follows the building's conditions, with one project manager as your contact for you and for the building team.

FAQ

Questions and answers

Do I need building management approval to renovate my apartment?

In most managed buildings, yes, at least for anything beyond minor work. The rules are set by each building, and we confirm them at the site visit.

Who applies for the NOC?

We do, as part of the project. As the owner, or with the owner's consent if you are a tenant, you may need to sign forms or provide documents.

Is a building NOC the same as an authority permit?

No. The building or community NOC is consent from the people who manage the property. An authority permit, such as a fit-out permit, may be needed as well, and some authorities ask for the owner's NOC as part of it.

What happens if I renovate without the NOC?

Rules vary, but under Dubai Land Department's regulation an owners association can serve a community rules enforcement notice on an owner in breach of the community rules.

Does a villa in a community need an NOC too?

Often, yes, from the master developer or community management. Which one depends on the community.

How long does the NOC take?

Each building or community sets its own process and times. We include it in the programme given after the site visit.
