Fit-out and renovation approvals in Dubai

Most renovation and fit-out work in Dubai needs at least one approval before it starts. Which ones depends on where the property is and what is being changed. We apply for them ourselves as part of the project.

WHY THERE

Why there is no single Dubai renovation permit

Dubai has several bodies that regulate building work, and each covers its own areas. On top of that, master developers and building management companies have their own rules for what owners may change. A small repaint might need nothing beyond a building's contractor pass; a kitchen remodel in a tower might need the building's NOC; a villa extension or a commercial fit-out might need a developer NOC, an authority permit and a fire and life safety approval. The right list is worked out from two things: the location of the property and the scope of the work. We do that at the start of every project and then apply for each approval ourselves.

THE KINDS

The kinds of approval a project may need

The descriptions below are taken from each body's own website. Which of them apply to your project depends on the community and the scope.

01

Dubai Municipality

According to Dubai Municipality, it has laid down a series of procedures and steps for issuing building permits and completion certificates.

02

Dubai Civil Defence

Dubai Civil Defence lists engineering drawing approvals and company approval services, and refers to the UAE Fire and Life Safety Code of Practice.

03

Dubai Development Authority

According to DDA, its construction services include permits and NOCs, design reviews, inspections and completion certificates within the zones under its jurisdiction.

04

Trakhees

Trakhees, part of the Ports, Customs and Free Zone Corporation (PCFC), reviews and approves modification works, design and drawings before construction or fit-out works within its jurisdiction, according to its published procedure.

05

Master developer NOC

Developers set rules for their communities. Nakheel's FAQ, for example, says owners must obtain an NOC from its Urban Planning team before making any alterations.

06

Building management or community NOC

In jointly owned buildings and communities, the community rules and the management company govern what owners may change in their units.

WHAT USUALLY

What usually decides which approvals apply

These are the questions we answer at the site visit.

  • Where the property isThe community or free zone determines which authority and which developer or management company are involved.
  • Villa, apartment or commercial unitTowers and commercial units add building management and, often, fire and life safety requirements.
  • Structural changesRemoving walls, adding floor area or extending a villa is treated very differently from finishes.
  • External changesFacade colours, extensions, pergolas and pools affect how the community looks and are usually controlled.
  • ServicesChanges to fire alarms, sprinklers, air-conditioning, water or drainage can bring in further reviews.
HOW WE

How we handle approvals

01

Project Study

At the free site visit we confirm the location, the type of property and what you want to change, and identify the approvals that are likely to apply.

02

Plan

We prepare the scope and drawings the approvals need and apply for them ourselves, keeping you informed of anything we need from you as the owner or tenant.

03

Visualization

The design is developed in 3D, so what is submitted is what you have already seen and agreed.

04

Execution

Work proceeds in line with the approvals, with a dedicated project manager as your single point of contact.

FEES AND

Fees and timelines

Each authority, developer and building sets its own fees, document lists and processing times, and they change. We do not quote them here. Once we know the location and scope, we tell you which approvals your project needs and what we will need from you.

FAQ

Questions and answers

Do I need approval to renovate my villa or apartment?

Often yes, but it depends on the community, the building and the scope of work. Cosmetic work can need less than structural or external changes. We confirm this at the site visit.

Who applies for the approvals?

We do. OutMazed applies for the approvals your project needs as part of the work. As the owner or tenant you may need to provide documents or sign forms, and we tell you what is needed.

Can work start before approvals are in place?

We start work once the approvals the project requires are in place, so the work is not stopped or questioned later.

What happens if work is done without approval?

Rules vary by community and authority. In jointly owned properties, for example, Dubai Land Department's regulation allows the owners association to serve a community rules enforcement notice on an owner in breach of the community rules.

How long do approvals take?

Each body sets its own processing time. We include approvals in the programme we give you after the site visit.

Do commercial fit-outs need different approvals from homes?

Usually yes. Commercial units often involve building management, a fit-out permit from the relevant authority and fire and life safety approval.
