How a swimming pool is built in Dubai, stage by stage
Most of a villa pool is built before you see anything that looks like a pool. The digging, the steel, the pipes and the waterproofing go in below ground and are then covered, which is why the choices made at the drawing stage matter so much. This guide walks through each stage of a Dubai pool build, what you decide at each one and where the climate changes the method.

Why the order of work matters more than the finish
A pool is a watertight concrete structure with pipes, cables and a plant room attached, and the tiles you swim against are its last and thinnest layer. Every feature that makes a Dubai pool pleasant in August, from a glass panel and a wet deck to underwater lights, a cascade and a chiller, has to be formed in the shell or routed through it before the finish goes on. Once the membrane is down, moving a light or adding a jet means cutting into work that has already been tested, so each stage closes a set of decisions. Our swimming pool construction team takes a villa pool from the first site visit and the 3D design through the approvals to handover, in the order below.
Before anyone digs: site visit, design and approvals
These stages happen on paper, and they decide almost everything that follows. This is where you have the most influence and where most delays start.
- The site visit and plot checkThe garden is measured and the boundary walls, the house, the trees you want to keep and the services crossing the plot are recorded. Access matters straight away in Dubai: an excavator and the trucks that take the sand away need a way in, and on a tight townhouse plot or a villa with no side passage the digging is done with smaller machines or by hand. Setbacks are the other question. Many communities set a distance the water and the plant must keep from the boundary wall and the house, and the usable footprint is what is left once those are drawn.
- Design in 3D and the choices made at that pointThe pool is drawn with the deck, the shade, the planting and the lighting around it, and shown in 3D so you judge its size in place rather than from a plan. Fixed now are the shape and depth profile, including any wet deck ledge; the edge, whether a skimmer pool with the water just under the coping, an overflow edge level with the paving, or an infinity edge where the garden has a view or a change of level; the interior finish and tile line; the coping and deck material; and the position of every light, jet and water feature. Each of these changes the structure, so the 3D model is the place to argue about them.
- ApprovalsA new villa pool in Dubai needs consent before construction starts. In a master-planned community the developer or its community management usually issues a no-objection certificate for the pool and any structure around it. The authority is involved separately: Dubai Municipality publishes guidelines for private swimming pools, which state that a villa pool is registered with it before construction starts, and in older districts without a master developer the building permit is generally a municipality matter. Which bodies apply depends on your community and the scope; we apply for the approvals ourselves once the design is agreed, and our guide to approvals by community explains who has to agree where you live.
Excavation and the shell
What the ground does to the plan
The outline is marked, the paving and planting in its path are removed and the pit is dug larger and deeper than the finished pool to leave working room. Dubai gardens sit on sand, which digs quickly but does not hold a vertical face, so the sides are cut back or supported while the work goes on. Near the coast and in some low-lying communities the water table fills the bottom of the pit and has to be pumped down while the base is laid; elsewhere the digging meets a hard cemented layer that slows the machine. Any irrigation main, drain or cable crossing the plot is moved before the base goes in.
On the compacted base the shell is built. For a reinforced concrete pool, steel is fixed as a cage for the floor and walls, with the pipe sleeves, light niches, skimmer boxes and any glass-panel frame set into it, and the concrete is sprayed or poured around the steel. The alternative on smaller or regular pools is a block-and-render shell: block walls on a concrete base, reinforced and rendered inside. The before photograph from Project Majestic in Al Twar shows this kind of work in progress: a rectangular pit with block walls and reinforcement mesh on its walls and floor, surrounded by sand. In the Dubai summer the concrete is kept damp and shaded while it cures, because fresh concrete drying too fast in the heat cracks, and a cracked shell is a leak waiting for its tiles.

Pipes, cables and everything that is cast in
With the shell up, the pool becomes a plumbing and electrical job, and all of it is tested before it is covered.
Pipework and the pressure test
Suction lines from the skimmers or overflow channel and the main drain run to the plant, and return lines come back to the inlets and to any jets or cascade. Good practice is to cap every circuit and hold it under pressure before the trench is backfilled, so a weeping joint is found while it can still be reached.
Electrical conduits and lighting
Underwater lights, perimeter lights, the pump and the chiller all need power, and the conduits are cast into the shell and the deck now, with the lighting layout checked against the steel before the pour. Our outdoor and pool lighting page explains why the garden's lights are planned at the same time.
Features that live in the structure
A glass panel needs a frame and a rebate in the wall; a sheet waterfall needs a raised block with a weir and a feed pipe; an overflow or infinity edge needs its channel, a balance tank and the pipes between them. The skimmer pool at Project Miracle has a glass corner, formed with the structure rather than fitted to it, which is why the design is frozen before the shell, not after.
The plant position
Where the pump, filter and chiller sit decides the length of the pipe runs, the noise your neighbours hear and how the equipment is reached for service. A pit under the deck, a plant room against the boundary wall or a screened enclosure are the usual choices, and the ventilation a chiller needs is part of the decision.
Waterproofing, the flood test and the finishes
Our guide to swimming pool waterproofing covers the systems; here is where it sits in the build.
- Waterproofing the shellThe inner face is made smooth and sound, every pipe penetration and light niche is sealed, and a waterproofing layer is applied across the floor and walls up to the coping line. Our waterproofing work on pools is done before any finish goes on and tested before it is covered. In summer the shell is shaded and the coats go on early or late in the day, because a membrane that skins over in direct sun does not bond.
- Curing and the flood testOnce the waterproofing has cured, the pool is filled and left standing with the level marked, so any drop beyond evaporation can be traced to a joint or a fitting while it is still exposed. In Dubai's heat evaporation alone is visible, so the test is read against a container of water standing beside the pool.
- Tiling or finishesThe interior finish, whether mosaic, porcelain, plaster or pebble, is laid over the waterproofing with a bedding and grout made for permanent immersion and pool chemicals. The tile line is set to the water level agreed in the design, and step edges and any shelf get a contrasting band.
- Coping and the deckThe coping closes the edge of the shell, with a slight fall away from the water so sand and rain run to the deck drains rather than into the pool. The deck follows, with its drainage, lighting conduits and the frames for any pergola or pool house set before the paving. Pale, textured surfaces are chosen because dark stone is painful underfoot by midday in summer.
The plant room, filling and commissioning
From a tiled hole to a pool you can swim in
The pump, the filter, the chemical dosing and, on many Dubai pools, a chiller are installed in the plant position left earlier. The chiller is the local addition: in July and August the water in an unshaded pool warms past the point of being refreshing, so cooling is treated as part of the plumbing rather than an accessory. The equipment is wired, earthed and tested before the pool is filled again.
The fill is run slowly to avoid disturbing fresh grout. The system is then commissioned: the pump is primed, the filter backwashed, flow to each inlet balanced, the lights and any automation tested and the first chemical balance set. At handover you are shown the plant, how the filter is cleaned and how the chemicals are dosed. New plaster and grout change the water's chemistry as they cure, so in the settling period the balance is checked more often and the pool is brushed to keep dust out of the finish.

What holds a pool build up in Dubai
A pool programme is a chain of trades waiting on each other; these are the links that break most often.
Approvals
The longest wait in most projects and the one least in anyone's control. A complete submission the first time, with the design settled, is the only real lever. Approvals are also part of the budget; our guide to swimming pool cost factors covers what else moves it.
Summer heat
Concrete, render, waterproofing and tile adhesive all have working limits, and in midsummer they are met by midday. Pours and coats move to the early morning and curing takes longer under covers. A shamal fills an open pit with sand and stops work on exposed waterproofing.
Access and deliveries
Gated communities control contractor hours, require passes for every vehicle and may limit heavy trucks to set times. Where the garden has no vehicle access, sand goes out and concrete comes in by smaller loads, which stretches the programme.
The garden around it
A deck, a pergola, planting, irrigation and lighting follow the shell, and if they are designed separately they wait on each other. Drawing the garden with the pool, as our landscape design and outdoor living pages describe, keeps the sequence in one programme.
